I have a No19 and if the No16 is the same, you need to move the carrage along until one of locking leavers is next to the hole in the side of the bed where you should be able to see where the lever is attached to a splined shaft. On my machine you loosen a pinch bolt and shift the lever on it's splines until you get a good locking action. Hope this helps.
