Lead angle compensation when hobbing worm gears

I want to hob a worm gear. I understand the need to rotate the hob swivel to compensate for the oversized hob. I'm not sure how to measure the hob pitch diameter. Can I just measure the larger hob OD and assume the pitch diameter is proportionally larger?

Also, I believe you swivel in a direction so as to increase (not decrease) the lead angle of the hob on the machine?
