Is this the same as a 16-16? If so, may need to rig up a flat bar with a hole to accommodate the arbor dia. Snug down on it with the hob nut to add a good amount of pulling force. May need to remove the flywheel and shroud to access the drawbar. Use a 6-point, impact socket to loosen and drawbar and add thrust against it. Now, carefully pound on the end of the draw rod with a soft, copper rod. It will usually pop loose. When you reinstall it, snug down on the draw rod, maybe 30 ft lbs to seat it. Then loosen it and retighen maybe 10-15 ft lbs.
