You're close. The ideal NDP is 50.265. It may be easier to find that cutter by its equivalent 1/16 CP cutter. This is very close to 0.50 module.
When you say it will run with a 3/8-16 screw, do you mean a standard fastener 60 deg screw thread? If so, it seems like you could "hob" it with a 3/8-16 tap if you can figure a way to mount it in your hobbing machine.
