I remember on an old Fellows 36, you could cut on the up-stroke, and there was a simple bumper/swingarm arrangement attached to the ram's stationary housing. The bumper would be rested on the top face clear of the cutting action (just below tooth root), and was locked down to the ram. The gear would slide freely under the bumper as the gear rotated and backed off from the cutter. This worked very well to prevent chatter.

The problem with shaper cutting a large gear on the down stroke, it's hard to "back up" a large gear on the turntable with any support out near the teeth.
