One consideration of bur removal is there should be no material raised up above the tooth profile. Softer materials are particularly hard to debur without "moving" some material into the tooth space.
One good approach is to heat treat with the bur on, then blast the brittle bur off. If the gear is to remain soft (e.g. a bronze worm gear) then the tooth edge grinding process is excellent. This puts a chamfer on the tooth edges, and, more important, grinding action is away from the tooth space toward the tooth face. Thus, any residual grinding bur is left on the gear face where it does no harm.
