Hi Jorg,
If you are planning to mill the teeth one at a time, you will need an involute milling cutter. Milling cutters, because they have the involute shape "ground in", are designed for specific ranges of teeth.
If you are going to use a gear hobbing machine, you will need a hobbing cutter. Gear shaper? a shaping cutter.
