I agree completely with Alok where the bore is relatively small compared to the OD. The only problem I can see would be if the bore is large compared to the OD, such as a ring gear. Or in the case of a bevel gear, where the bore can be close to the small end of the teeth. In such cases the bore can suffer distortion.
I read somewhere that bevel gears can be clamped in a fixture before induction heating and quenching, thus reducing distortion of the pitch cone. It may be that the fixture acts as a heat sink to keep most of the base metal out of the thermal cycle.
