Single Cycle finishing uses low cutter speed because it cuts like a rotary broach. I'm not sure about the no. 11, but I think the gear must index in the cutter gap where 2 blades are missing. That would not be possible at high rpm.

Single side pinion finishing can use standard speeds, maybe 350 feet per minute for HSS blades with good coolant.

rpm = 350 / cutter diameter / .2618
